Flag Football I9 Youth Rules

Equipment: Mouth guard mandatory. No penalty, must comply.

No shorts with pockets-cannot play.

Flags must contrast with shorts.

Timing: 20 minute halves-last minute of each halve-“real timing”

Overtime is sudden death

Rules: Hand-offs to the center are allowed, however he/she may not receive a hand-off between the legs.

Ball spotted by location of the ball.

Spin moves allowed

7 second rule: QB must exchange the ball within 7 seconds off receiving snap. A visible count (ala basketball’s 5 second count) should be given.

Screen rule: same as other leagues.

No diving-spot foul

Penalties: All procedural penalties are dead ball penalties and carry a 5 yard penalty.

Loss of 10 yard from point-of- foul: DO NOT REPEAT DOWN  screening, flag guarding, stiff-arming-hurdling by runner, diving, offensive charging

All other fouls are marked from basic spot.

 NO RUN ZONES: there are 5 yard no running zones within 5 yard of first down and touchdown. If the line of scrimmage is within this 5 yard zone, no running plays are allowed. The offense must attempt a forward pass beyond the line. Handoffs, pitches and laterals are allowed, but must lead to a pass attempt.

 Quarterback cannot run the ball beyond the line of scrimmage, they may receive handoffs etc but cant advance past line. May receive a forward pass.

 7 yard rush: Any defensive player may rush the QB if they are behind the 7 yard rush (or line to gain if within 7 yards) line at the snap. Defenders who line up within 7 yard cannot rush until an exchange is made.

 This is a condensed version but will enable you to officiate this league. Any questions during play can be answered by the coaches or site supervisor.

 Let’s get the call correct in a diplomatic way rather than a confrontational way.
